The Approach

Building the Foundation Before the Building

Most community projects fail because they begin with land and construction, and try to add governance, culture and institutional life later. Sanctum takes the opposite approach.

The constitutional framework, governance architecture, institutional design and community culture must be developed, tested and refined before any physical village can be built on a sound foundation.

The roadmap below represents the current understanding of the development path. It will evolve as the Foundation grows, as the community contributes and as circumstances develop.

Development Phases

The Five Phases of Sanctum

Each phase builds on the last. Progress through the phases is conditional on the genuine completion of what came before.

Intellectual and Constitutional Foundation

Developing the philosophical, constitutional and governance framework that will underpin everything Sanctum builds: the Vision, the Grand Codex, governance architecture, the Six Institutions framework and community principles.

Pilot Village Design and Development

How the Roadmap Is Governed

The development path is not just a project plan. It is an expression of the same values that govern the community itself.

No Shortcuts

Each phase must be genuinely completed before the next begins. Rushing the foundation to get to the building is how communities collapse.

Community-Informed Progress

The community contributes to roadmap development. The roadmap is shaped by collective wisdom and expertise, not handed down from above.

Transparent Communication

The community will be kept informed of progress, challenges and changes, in keeping with the governance principle of transparency.

Aligned with the Grand Codex

Every phase of development must remain aligned with the constitutional principles of the Grand Codex. Development progress does not override founding principles.
